Agricultural resources,including agricultural natural resources and agricultural economic resources are the material basis for the development of agriculture and even the economy as a whole. Industrialization and urbanization are two major trends of China's economic development.On the one hand,the development of industrialization and urbanization is constrained by agricultural resources.On the other hand,it has a major impact on agricultural resources.To study the impact of industrialization and urbanization on agricultural resources in order to reveal how to use and protect agricultural resources better and accelerate the construction of Modern Agriculture in the context of industrialization and urbanization,this paper selects agricultural labor force,land and water resources as the object of study.These three kinds of agricultural resources are linked most closely with industrialization and urbanization,easy to be analyzed quantitatively,and are good representative of agricultural natural resources and agricultural economic resources.On the basis of summarizing the achievements of previous studies and foreign experience and lessons of use and protection of agricultural resources in the process of industrialization and urbanization,this paper studies the impact of industrialization and urbanization on agricultural resources systematically.At the same time,it quantifies the extent of the impact through an econometric model.After an analysis it is found that urbanization and industrialization as two aspects which influence mutually,promote mutually and adapt mutually have different impacts on agricultural resources at different stages of the process.At present,China is in the middle stage of industrialization and urbanization.At this stage,industrialization and urbanization will absorb a lot of surplus agricultural labor.On the one hand,the transfer of agricultural labor is conducive to the reduction of the amount of labor which will provide impetus to the promotion of agricultural mechanization and promotes the exchanges of knowledge and culture between the urban and rural areas; Industrialization and urbanization provide financial support for the investment of educational facilities of rural areas,so that the development of industrialization and urbanization will help to improve the quality of agricultural labor.On the other hand,the transfer of labor reduces the whole quality of labor force engaged in agricultural production.In the middle stage,industrialization and urbanization will develop depending on more consumption of natural resources including land and water resources, emitting much solid waste and wastewater which result in the pollution of agricultural resources. However,the process of urbanization and industrialization also has positive external effects on agricultural resources,which reflected in the provision of capital,technology and equipment for land reclamation and improvement which will be helpful to alleviate supply tensions of land,and provision of capital,technology and equipment for inter-regional dispatching of water resources and agricultural water-saving irrigation which will be helpful to alleviate the unequal distribution of agricultural water resources and water supply tensions.The foreign and domestic development of industrialization and urbanization shows that a reasonable policies and measures can reduce competition for resources between industrialization,urbanization and agriculture,enhance complementarity.Therefore,China has been beginning to take a new-type road of industrialization and focus on change in developing mode.At the same time,this paper predicts the future development of industrialization and urbanization and its impact on agricultural resources,and puts forward to policy recommendations on how to develop new-type industrialization to protect and use agricultural resources better in the context of industrialization and urbanization in order to promote Modern Agriculture.
