Research For Choosing The Supply Mechanism Of Public Goods In China's Western Rural Areas

The western rural areas as the economic development bottleneck,becomes the focus of the two major conflicts—regional economic gap and economic gap between urban and rural areas. Supply of public goods in the western rural areas is relatively backward, which is a major reason that the economic development in the western rural areas lags behind the eastern areas.From the perspective of public goods in rural areas, by analyzing the supply of public goods in rural infrastructure, basic education, public health and social security system of the eastern and western rural areas, there are differences found in the western rural public goods. There is total lack of structural imbalances and efficiency poor. We found that solving the problem of the western regional is of great significance for economic development, improving the living standards of farmers, construction of new countryside in the western region, then optimize the supply of public goods in rural areas the basic idea.Studying on public goods supply mechanism in China's western rural, first of all, we need to clear two areas: first, to follow the consistency of studying caliber, and to consider the availability of data in this article, the western region includes Inner Mongolia Autonomous Region, Guangxi Zhuang Autonomous Region, Chongqing Municipality,Sichuan, Guizhou, Yunnan, Tibet Autonomous Region, Shaanxi, Gansu, Qinghai, Ningxia Hui Autonomous Region, Xinjiang Uygur Autonomous Region. The eastern region includes Beijing, Tianjin, Hebei, Liaoning Province, Shanghai Municipality, Jiangsu Province, Zhejiang Province, Fujian Province, Shandong Province, Guangdong Province, Hainan Province. The second is to find out what the public goods in rural areas are, so this article first describes the connotation of public goods in rural areas. Rural public goods are a wide range of products, in order to facilitate the study, this article only study on which is related to the most basic public goods of production and daily life of - infrastructure, agriculture, rural basic education, rural public health and social security in rural areas of the four look into the issue.The main part of the framework includes five parts. The first chapter is the introduction, describing the topic of the purpose and significance, summing up the current domestic and international public goods in rural areas of research and pointing out the research methods throughout this article. Chapters II and III is the part of the set theory, theory to guide practice, providing a theoretical basis for starting the following. Chapter IV, through empirical analysis compared the eastern and western rural public goods supply gap, and then found the supply of public goods problems in China's western rural areas. Then from needs to express the mechanism, financing mechanisms and decision-making mechanism on the supply of public goods, this article tries to identify the problems. Chapter V is to solve the problem. First of all, it is of significance to improving the supply of public goods in the western rural areas. Then propose the establishment of a sound and effective supply of public goods in rural areas in the western mechanism.
