The Research On Supply Problem Of Rural Public Goods In China

The efficient supply of rural public goods is the basis of the sustainable development of rural economy. The problem of rural public goods undersupply, imbalances and inefficient supply would hinder the process of the construction of the new countryside and destroy the integration of urban and rural areas. Only adequate and effective supply of rural public goods, realize urban and rural public products supply integration, can fundamentally ensure the development of agriculture, farmer's income and the sustainable development of rural economy.The status of the rural public goods supply is results and problems coexist, results come from the government's attention and the various support and benefit policy on the three problems about countryside, agriculture and farmers. And the problem is that because our objective existence of the various historical and practical reasons, such as rural economic backwardness, the Urban-rural system form on history, unique social culture environment, the rural public products supply system is not perfect, etc, all sorts of factors in restricting caused the status of the rural public product, such as supply shortage, structural imbalance, low efficiency. How to solving these problems, and improving the conditions of the rural public product supply, realize effective supply of rural public products has become a top priority. This article carries on to these questions of further research and uses the qualitative analysis and quantitative analysis and empirical analysis combined with case analysis, comparative analysis and combining literature review and investigation.This article mainly includes five parts content, the first part is introduction, Mainly to comb the existing literatures about the supply problem of the rural public goods systematically, explaining the purpose and significance.The second part of this paper expounds the relevant theory of the supply of rural public goods, and qualitative analysis of the rural public product concept and characteristic from the concept, characteristics of the general public goods. This part also expounds the efficient supply of the rural public products for the three problems about countryside, agriculture and farmers, emphasizes the significance of the efficient supply of the rural public products.The third part of the thesis summarized the present situation of rural public product supply, makes with large quantities of data and graph from two aspects of its effects and the problems. And analysis from the case of rural public product supply situation of the county of Tai Hu, from the angle of more micro to reveal existing problems of rural public products supply in our country. The fourth part, respectively expounds the reason of the achievements have been made and existing problems of rural public goods supply. Among of the analysis on the cause of problem is the key, mainly from the angle, of the mechanism. At the same time, this part combined with the specific conditions of the county of Tai Hu explains in detail the main reasons causing the situation. In the last part of the paper, for these reasons puts forward relevant policy suggestions, and extract experience from the actual operation of the county of Tai Hu.
