The Sixteenth Plenary Session of the Fifth CPC Central Committee has set"increasing the capability of independent innovation and building an innovation-oriented country"as one of the main tasks of the "Eleventh Five-Year" period; therefore, building an innovative country has aroused more and more attention. The advance of the scientific concept of development makes people become more aware of the fact that the economic development is inseparable from the support of scientific and technological innovation. And the increase of the scientific and technological innovation capacity is a complex systematic project, which can not be achieved if we only rely on the efforts of science and technology management. It depends on the construction of the various related systems. Our clear theoretical understanding of what role each system plays on the increase of scientific and technological innovation capacity has important guiding significance to our building of an innovation-oriented country.In this paper, the author, by using the point of view of Sysytems science as the analysis tool as well as through the two points of view of the two roles the system plays-- capacity-building role and positively-induced role, has divided the system's roles into fundamental level and direct level. The author also analyzes the various systems from the theoretical point of view and the current status of these systems. On this basis, the author puts forward several a number of countermeasures.This paper consists of four parts:The first part is the introduction. First of all, it is an illustration of the background of the times and its significance. Then, it is a three-stage description of the theory of the innovation from the perspective of the historical development. The first is Schumpeter's "theory of innovation". The second is the theory of the system innovation and technology innovation put forward by new economists. The third is a new innovative research phase: the combination of technical innovation and institutional innovation.In the second part, the author firstly introduces the basic content of the innovative countries and the basic concepts of sysytems science. Then, the author makes a detailed analysis of the composition of the supporting innovation system from the systematic point of view. The factors, such as education, training system and the Government's use of the system in promoting the innovation, play the fundamental role in the building of innovation capacity. The factor of the internal system of R & D enterprise plays a direct role in the building of innovation capacity. The systems of property rights and competitive market play the fundamental role in the positive induction of innovation capacity. The systems of risky investment and the funding of technological innovation supported by the Administration play the direct role in the positive induction of innovation capacity.The third part is the analysis of the innovation system from the following seven aspects. The first is the education laws which are contrary to the education system. The second is the enterprise's lack of internal invention mechanisms. The third is the grim situation of the state-owned enterprises'common land tragedy. The fourth is that we do not have a strong awareness of intellectual property rights and the system is imperfect. The fifth is that market system's fair competition has the tendency of being influenced by powerful officials. The sixth is the weak development of the venture capital market. The seventh is the government's investment in science and technology lacks effective management and supervision. In the fourth part, the author first proposes that the construction of all these systems have to rely on the strong leading role of the Government and then put forward targeted recommendations for each system respectively. The first is to reform the education system in accordance with the growth laws of talent. The second is to guide the merge of the scientific research departments and enterprises, to promote the development of technology market and to strengthen research cooperation. The third is to accelerate the reform of state-owned enterprises and establish a modern enterprise system. The fourth is to improve the intellectual property system and to use the intellectual property rules flexibly. The fifth is to deepen the reform and to reduce government's intervention in the market, so that the market may become the main resource of allocation. The sixth is to establish and improve the venture capital system to meet the changes of the market. The seventh is to deepen the system reform on the Government's investment to science and technology. Only with the cooperation of a wide range of systems can we effectively promote the building of an innovative nation.
