Study On The Eco-Benefits Of Land Consolidation Upon The ESV Theory

Farmland is the vector for human's survival and development.The quantity of the farmland is the guarantee to the food safety of the national.For our country which has a large population and a few land,Save 18 million mu farmland is a prerequisite for China's economic development. Land consolidation is a very important measure to increase the farmland. According to the Land and Resources Bulletin, from 2000 to 2007 our country has increadsed 1375 mu by the land consolidation.The eco-benefits play an important role in the comprehensive benefits of land consolidation.And the eco-benefits is the precondition to achieve the economic benefits and social benefits.At present,the research of eco-benefits are most of qualitative research.But the qualitative research is hard to reflect the ecological impact in the land consolidation.The quantitative research in land consolidation is helpful to inrich the theory of it,and also the research will make a great sense in regulating and guiding the practice of the land consolidation.The eco-benefits of land consolidation is the changes of the ecosystem services which is because of the land consolidation change the ecological environment of the project area,such as the soil, hydrology, vegetation and climate.On the basis of analysing the eco-effects of the land consolidation, this paper determines the evaluation contents, the time and the space of eco-benefits of land consolidation to make the research object more clearly.Then I choosed appropriate ways which is based on the theory of ecosystem service to evaluate the change values of the ecosystem services.At last,this method isverified by the empirical study.The ecological benefits of land consolidation is the the change values of theecosystem services in the project area which include carbon fixation and oxygen production,air purification,greenhouse gas emission,climate regulation, water conservation, soil and water conservation ,biological diversity, recreation and culture. In the empirical study,we just evaluate 7 values of them except for the value of biological diversity.This paper chosed the land consolidation in xiannv town,Hubei province as the example to prove the method.The implementation of land consolidation will disturb the ecosystem in the project area.When the ecosystem finally reach equilibrium,the value of the ecosystem services will gain more 6.89 million RMB in every year. The concrete changs and the cause of changes are as follows. The ecosystem services strengthened in carbon fixation and oxygen production, air purification, climate regulation, soil conservation and recreation and culture,but the function of water conservation is weaking,also there are more greenhouse gas. The function strengthened in carbon fixation and oxygen production, air purification, climate regulation are because of the increasing of the net biomass.Making terrace is helpful to conservate the soil in project area.As the comprehensive control on the road and ditch,the ecological landscape will be improved after the project.The greenhouse gas emission is relationate with the rice planting area,the larger of the area will have more greenhouse gas in the project area. When we change the pits and ponds and ditch which is discarded into the farmland,the project area will conservate less water than before.At last,this paper proposes that we must perfect the land consolidation plan,the construction,the final management and maintenance to realize the eco-benefits in practice. First, the planning of the land consolidation should be designed according to the local conditions.And also the planning must be a ecological planning to ensure that it will not have any new ecology problems after the project. Second, the construction should be implemented according to the plan which have reviewed before. If it really needs to change,the change should be carried on the rigorous proof.The construction procedure and the management must be scientific, we must pay attention to eco-environment protection in the construction. Finally,the utilization way and the intensity of the land must be resonable after the project.It's best to carry out the scientific agriculture in the project area.
