Implementing land consolidation projects plays an important role in increasing available land areas, improving farming conditions and the quality of cultivated land, etc. And it is beneficial to improving the living environment in rural areas, enhancing agricultural productivity as well as increasing farmers’ income. Evaluating “Three Agricultural” benefits of land consolidation projects is very significant to test effects of land consolidation projects and promote coordinated development of local “Three Agricultural” Issues.Previous researches on benefits evaluation of the land consolidation project are chiefly associated with economic benefits, ecological benefits, social benefits and so on. And there are rarely researches involving benefits of Three Agricultural Issues, i.e., agriculture production, farmer’ living strategy and rural area development. Based on 347 household surveys in Rougu Town of Demonstrative area of Yangling of Shaanxi Province, this paper will analyze agricultural benefits, rural benefits and benefits of farmers through establishing Second-Order Factor Analysis Model and explore the impact of rural benefits and agricultural benefits on benefits of farmers through establishing the Structural Equation Model. Therefore, this would provide a more scientific and effective method for evaluating benefits of land consolidation projects.Through qualitative and quantitative analysis, it is concluded following results:1) After implementing the land consolidation project in Rougu Town, it has a certain influence on local rural areas, agriculture and farmers. The overall benefits is in the upper-middle level. Among “Three Agricultural” benefits, the rural benefits is much better, followed by agricultural benefits, farmers’ benefit is the lowest.2) The improvement of rural benefits is closer to the village environment improvement, road comfort level and improvement of drainage facilities. For agricultural benefits, local residents are more concerned about improvement of farming conditions and irrigation and water conservancy facilities. While net revenue increased degree of selling agricultural products and improvement of the quality of life could better reflect the pros and cons of farmers’ benefit, followed by the increase degree of leisure time, which was negatively correlated with farmers’ benefits.3) Both rural benefits and agricultural benefits have certain positive effects on farmers’ benefits, but the impact is relatively low, especially the impact of agricultural benefits on farmers’ benefits. If agricultural benefits increase 1 unit, farmers’ benefits correspondingly increase only 0.18 units. This shows that local residents do not perfectly share agricultural benefits of this land consolidation project.Therefore, in the future course of land consolidation, it is pretty significant to improve Three Agricultural Issues benefits, especially farmers’ benefits, ensure local farmers to be able to share rural and agricultural benefits, and promote the coordinated development and common progress of Three Agricultural Issues. This requires relative sectors to consider farmers’ willingness in the process of planning and implementing land consolidation projects, improving farmers’ participation. Improving the environment, roads and drainage facilities in the villages is a good way to increase rural benefits. In order to enhance agricultural benefits, it would be better to focus on improving farming conditions of arable lands and water conservancy irrigation facilities. In terms of the improvement of farmers’ benefits, this needs to increase the income level of agricultural products and improve the quality of life. Besides, more attention should be paid to increase their leisure time and establish corresponding cultural entertainment facilities.
