With the development of Economic Globalization, the trend of World Economic Integration enhances significantly, especially in the binding of WTO mechanism, the process of Trade Liberalization speeds up day by day, and the traditional pattern of Trade Protectionism is being challenged continuously. Tariffs, quotas and other forms of trade protection are used less and less. However, in the history of international trade development, and in the time and space of change from Mercantilism to Trade Liberalization, all the countries carry out various forms of Trade Protectionism in time. Technical Barriers to Trade has gradually become a new form of Trade Protectionism in the 1980s, and there has been an extensive and far-reaching influence.As a large agricultural country, China, by virtue of the comparative advantages of resource endowment, such as land and labor, Agricultural products has always been regarded as the advantages of traditional export products, but enter 21 century, especially since the accession to WTO, when China enjoys the MFN status, agriculture is facing an unprecedented challenge. From 2004 to 2008 for five consecutive years, China has a deficit in the state of export-import trade in agricultural products, and Technical Barriers to Trade has to be the most important factor of affecting Chinese agricultural products exports.This paper, based on introducing the meaning of Technical Barriers to Trade, analyze market structure of China's exports of agricultural products, as well as major countries and regions which use Technical Barriers to Trade to China, and brief analyze Technical Barriers to Trade system of these countries and regions, and summarize some agricultural products which encountered Technical Barriers to Trade. Using of partial equilibrium analysis analyze the profits change of the importing countries and its enterprises through setting Technical Barriers to Trade, and the economic effects of the exporting countries and its enterprises, and come to a conclusion: the importing countries set Technical Barriers to Trade can bring benefits to the domestic enterprises, but damage the interests of enterprises of exporting countries, what's more, in the long run, when the importing country setting the excessive or discriminatory Technical Barriers to Trade is not worth the candle.This paper analyze some typical cases, such as the Sino-Japanese green onion technical trade friction, the technical trade friction between China and EU honey, and the technical trade friction between China and United States. Then, It vividly describes and demonstrates Chinese traditional agricultural products of comparative advantage which had been become the most affected agricultural products facing of foreign Technical Barriers to Trade, and which will have a negative impact on Chinese exports of agricultural products in the future, and Technical Barriers to Trade will be accompanied by a number of new trade barriers. By the inspired of Technical Barriers to Trade in developed countries, other countries, including developing countries, are also take use of Technical Barriers to Trade gradually, which must be sufficient attention. Technical Barriers to Trade have two effects, a negative impact of hinder exports of agricultural products, and a positive effect of strengthening standard construction of agricultural products objectively and improve the quality of agricultural products and so on in China. But on the current, the negative impact remains the primary.Finally, this paper analyzes how to deal with the negative impact caused by Technical Barriers to Trade on Chinese exports of agricultural products, and promote some strategies from three aspects of government, industry associations and enterprises.
