Study On The Construction And Reformation Of The Primary Level Agricultural Technology Extension System In Henan Province

This paper addressed the suggestions for the construction and reformation of the primary level agricultural technology extension system in Henan province based on the analysis of literatures and classic cases. The methods of classification, summary, comparison and positive study were used.1. The development and characteristics of domestic and external primary level agricultural technology extension system were compared. The agricultural technology extension system of the world is trending to multi-organization, more participant and co-payment of the cost. In our country, a diverse and huge agricultural technology extension system has been established. The principal part of this system is government funded professional agricultural technology extension units. Agricultural research and education institutes, agriculture related enterprises and farmer cooperation organization had joined in this system.2. The necessary of establishment of the national agricultural technology extension system in China was analyzed. China is an agricultural country with big population. The agricultural technology extension system in China has not been well established. The investment for agricultural technology extension is not sufficient. There are too much non-professional technicians in this system, and some of them had not learned the updated knowledge. Also, the primary level agricultural technology extension system is irrational. Considering the difference of agricultural technology extension system between the external and domestic, it is very necessary to reform our own system.3. The development and status of agricultural technology extension system in Henan province since 1978 was summarized. With the implement of the household contract responsibility system, a four-level net of agricultural technology extension has been constructed. This net included county level agricultural technology extension center, town level agricultural technology station, village level agricultural technology service organization and farmer level agricultural technology demonstration unit. The agricultural technology extension system is rather weak in Henan province, and cannot meet the request of the rural reform and economic development. The position of agricultural technology extension system in the whole society is not accurate, the frame of this system is not rational, and the function of this system has not been fully played.4. The suggestions for the construction and reformation of the primary level agricultural technology extension system in Henan province were brought forward. The reformation must be implemented, the structure must be improved, the construction must be speeded up and the function must be upgraded for the agricultural technology extension system in Henan province. An innovation mode of agricultural technology extension system was stated for county and town levels in Henan province. In this mode, the divisions related to crops growing will be merged to a county level agricultural technology extension center. The function of the center can be greatest played in human, financial and material resources aspects. The salary, pension insurance and medical insurance must be guaranteed. In addition, a good work experiment is necessary.
