The Study Of The Information Guarantee Of New Village Construction In Gansu Province

Village Informationization is favorable for the agriculture and rural economic structure adjustment,and effectively promoting the rural social development, then promote rural all-round progress. As the important content of informatization, rural informatization is the inevitably choice for our country to realize the socialist new countryside. However, in Gansu province, there are so many problems, such as insufficient investment of country infrastructure, inadequate information consciousness, to be short of talented person, and so on.Then rural informatization is greatly restricted.Now, how to strengthen information security in the construction of new countryside in Gansu province, and fully develop the rural economy by means of informatization, thus accelerating socialism new rural construction pace is a new topic.Against this background, the thesis summes up several existing innovative mode of village informationization in Gansu province .According to the data of village informatization in 2000 and 2007, analyzing the supportability through AHP, gets that rural information security ability that has increased greatly. Combined the relative analysis with developed regions, and with the firsthand information through field research, this paper finds the restraining factors and proposes information security mechanism model of new village construction in Gansu province learning from areas with successful experience in rural information security.The model includes four parts: introjection mechanism of country infrastructure, excitation mechanism of information achievement, training mechanism of information talent team and the mechanism of exploiting and integrating and running.At the same time, each part has many subdivisions, such as introjection of government, farmer, enterprises, and the introduction and training of talent, exploiting and integrating and running of information resource, and the evaluation for every connection, and so on.Further, combined with the construction of new countryside reality in gansu province,the model could direct the information construction of new village construction in Gansu province.There are seven proposals: the investment and introduction of government, setting up network system of imformation, riching the service modes of imformation, raising the imformation consciousness of farmer, training the talent team, and so on. It has certain practical significance for information security of new rural construction in Gansu,then improve the level of new countryside informationization in gansu province.
