Research On Evaluation Of Distribution System Of Cigarette Commercial Enterprise Based On DEA

Because the urban and rural distribution of Tobacco Corporation has its own characteristics, and the evaluation research of the distribution system in Tobacco Corporation is still in its initial stage, there is still inadequate scientific and rational evaluation system of the distribution system. In face of the situation, the paper by applying DEA (data envelopment analysis) into the evaluation of distribution system of the Cigarette commercial enterprises, makes a profound study of the work amount on the single distribution route, efficiency of distribution routes system and network layout and scale of the distribution center, and thus establishes a complete performance evaluation system adapted to the distribution system of Cigarette commercial enterprises.First of all, the paper makes an elaborate decomposition and analysis of the operation on the single distribution route, and makes a study of single route work amount in the distribution center of Cigarette commercial enterprises, hence raises the indicators of evaluating the work amount of single distribution route, the paper by applying DEA- C~2GS~2 model based on the outputs variables evaluates the work amount single distribution route, draws the distribution efficiency of each distribution route(delivery work amount), and target work amount achievable on the distribution route, and therefore the supervisor of Cigarette commercial enterprises is capable of rearranging the work amount according to the statistics obtained. Moreover, the paper makes a comparative analysis of the single distribution route efficiency of different Cigarette commercial enterprises. According to the result of the DEA model operation, the paper finds out the Cigarette commercial enterprises with the most uneven distribution of work amount and the lowest working efficiency (work amount), besides the Cigarette commercial enterprises in most need of optimizing distribution system.Then the paper makes a study of the distribution routes system of the whole Cigarette commercial enterprise, and an analysis of the factors influencing the distribution routes system efficiency of the Cigarette commercial enterprise, hence raises the concept of non-discretionary factors, and eliminates the impact of non-discretionary factors on the evaluation of the distribution routes system. Moreover,the paper, applying the C~2R and C~2GS~2 DEA model based on inputs variables intoevaluating the efficiency of the distribution routes system of 13 Cigarette commercial enterprises, points out the direction of improvement for inefficient Cigarette commercial enterprise.Finally, the paper makes an analysis and study of the macroeconomic operation of Cigarette commercial enterprise, and raises the indicators analyzing the whole performance which later is fixedly connected with the distribution system of theCigarette commercial enterprise. Furthermore, the paper, applying the C~2R andC~2GS~2 DEA model based on the analysis and evaluation the whole performance of theCigarette commercial enterprises in 18 cities in a certain province, focus on the analysisof the overall scale efficiency, which provides the basis for policy-making for provincialofficials to plan the scale and network layout of the Cigarette commercial enterprises onthe region and city level.
