The last two decades, toll roads in China starting from scratch ,making up for the traditional lack of public transport, meetting the needs of people fast, safe, comfortable transport necessary has made tremendous contributions for the vigorous development of China's economy. However, there are not many words praising for the toll roads, but many doubts raised against the charges, and service questions, conflicts, even resorting to the law, the toll road development has encountered unprecedented challenges. From the perspective of public administration,giving explanation as to convince the public, as well as public decision-making and providing a theoretical reference to our healthy development of highway construction has important significance.This article is divided into six parts: First chapter introduces the significance of the topic, research methods and literature review. Second chapter expounded public policy, public goal theory and the construction of toll roads in China targeting the public.Tird chapter deals with the theory of public policy and China's reform and opening-up from large-scale highway construction on the building of toll roads in China targeting the public, not simply come from the socio-economic needs of the highway construction, but also from the national macro-investment policy, digestion of large-scale high savings rate, such as public policy-oriented.
