Study On Toll Highway PPP Model Application

The toll road features the largest investment volume in the field of the transportation infrastructure as one of the important industries promoted by Public-Private Partnership(PPP). The PPP mode can be applied to help solve the financing problem for development of toll roads, revitalize the stock assets, improve the project operational efficiency and thus provide better public services to the society.This Paper will start from the PPP theoretical analysis and reference to the practical experience abroad to systematically analyze the spirit and requirement of the PPP-related policy documents, take into close consideration of the characteristics and development practices of the toll road industry, put forward the main procedures for the toll roads to implement the PPP mode, offer the main contents of such three important elements as the preparation of the implementation plan, cost-effective evaluation and financial tolerance evaluation,clarify such essential problems of toll road projects as the project operation mode, risk identification and allocation, income distribution structure and performance incentive mechanism involved in the application of the PPP mode,gradually put forward the implementation essentials and key issues and thus provide support for better use of the PPP mode. Finally, a PPP application case in a toll road project is adopted to detail the applications in such aspects as the project operation mode, risk identification and transaction structure.In this paper, the research has been made on the application of the PPP mode in the field of toll roads, carried out systemic analysis of the related policies, analyzed the preparation of the relevant implementation essentials and achieved certain theoretical property and good operability, so it is of positive theoretical values and practical significance for actively utilizing the state PPP policy and further promoting the construction and sustainable development of the toll roads.
