Public-Private-Partnerships mode have developed rapidly in recent years and have become a model of new project financing favored by governments,it has brought a new way for highway facilities in China.Based on reading many documents,this paper analyzes the Public-Private-Partnerships mode,analyzes the essential characteristics of this mode,and studies the stakeholders of highway construction projects under the public-private partnership system.Through the study of the interests of the core stakeholders and the influencing factors of the distribution of benefits,this paper puts forward the benefit distribution model.Based on the above introduction,this paper takes the Xingyan Expressway Project as the research object,and based on literature review and related data,combined with the present situation of the construction of the project of application of PPP mode: mainly includes the analysis of ownership structure of the item company,the related law and institution of expressway construction in Beijing,according to the basic information of the project construction operating income forecast model,cost forecast model and profit forecast model,and thus the project life cycle analysis of the financial situation of an accurate and reasonable prediction,the risk sharing factor of the project is determined and proposes a two-stage benefit allocation scheme for highway public-private partnership project,namely the initial benefit distribution and the second benefit distribution,take the evaluation of the effectiveness of the work as a measure of contribution to the project by the public and private parties,the second distribution of benefits in accordance with the project implementation process of public and private work efficiency coefficient distribution,finally assess the project at the present stage.
