Through the emergence of the Internet have had a great impact on all kinds aspects of human beings, it affects the human social, political, economic and cultural areas.Along with development of information and communication technology, the Internet will have a greater impact on human beings than now.At present, the Internet has evolved into a tool by which human beings communicate between each other in an open community .Internet technology was originally based on "open, participation, freedom of communication" as the concept developed. But now with the Internet increasing the user's Internet self-governance mechanisms alone can not completely meet the need. The international community has also generally recognized that there may be conflict in the Internet, the Government and the community must play an important role in internet governance.In accordance with the Capability Maturity Model (CMM),this paper design sophisticated internet-degree evaluation system depending on four areas incluing internet environmental capacity,the capacity of internet application,internet infrastructure capacity and the spread of the internet capacity.In accordance with the Capability Maturity Model ( CMM) ,this paper design the Internet capacity maturity of five levels and each level of Key Process Areas. Then this paper Construct a more comprehensive Internet Capability Maturity Model. Finally, this paper analyze and study the United States and China's Internet Capability Maturity conditions based on Internet,and make a comparative analysis,pointing out that china's current Internet Capability Maturity is lower currently.And in accordance with China's lower Internet Capability Maturity ,internet governance should be improver focus in future.
