The human resource becomes the most important resource for enterprises in the era of knowledge economy. Especially in the scientific and technological enterprises with knowledge-intensive based on the human's intelligence activities, how to use the human resources effectively and the efficiency and ability of creative and apply the knowledge and information are the fundamental factors to that whether a company is competitive or not. If we want to enable the enterprise to obtain competitive advantage in the same industry, we should enhance the human resources development and management to attract talents and make them stay in the company, inspire the staffs'enthusiasm and potential to obtain human resource advantage.The paper focus on one IT company's human resource problems in the process of bloc strategic change in Xin Jiang province. To meet the real needs, the paper use the human resource development and management theory and system analysis method with scientific and religious attitude to contrast the company and others in planning, recruitment, training, salary, performance appraisal with considering the industry and geography characteristics as a result to find out the human resource management disadvantages. Then the paper brings forward the overall program and specific measures to solve the problems with three steps"adjust managers'concept, constitute bloc's human resource management program, and implement in each subsidiaries", and perfect it in practice at last.The performance appraisal is the core of the human resource management and is the company's focus. With the start of the theory and method choice, the paper compared various current widespread used appraisal methods. The paper gave the practical solution to one subsidiary of this company. It was proved to be effective in practical application.
