In our country, it is a long-term basic policy that land should be used reasonably and economically. It is well known that controlling urban construction land scale is the root of protecting arable land. Therefore, the goverment has practiced strict land use control system, in which transforming land from arable to structural will be monitored harshly. That is to say, additional construction land quota, What is made in land use general planning, is a compulsive restraint target to control the city expanding blindly and the construction occupying arable land randomly. Actually, disposing additional construction land quota between various regions is completed by land use general planning and land use annual planning. Since the original methods are imperfect, it is urgently needed that a scientific and objective method to provide references in decomposing this quota in land use general planning.Based on the most problem about distributing construction land quota in present land use general planning, this article, studying on Shanxi province land use general planning, trys to find out the connotation of distributing net added construction land quota and conducts an empirical study about the next new planning. First, all additional construction land quota is forecasted by model and different industry type. And then according to the Shanxi Province actual situation, evaluating indicator system and analytic hierarchy model are constructed. Last, 8 different factors are used to decompose this quota, that is: GDP proportion in different district, population development, investment in fixed assets, present average farming by per person and so on. Also, in order to make it more reasonable, the last planning execution is used to definite various subdomains target scale.
