Since the implementation of the land quota markets in 2008,Chongqing has effectively alleviated the contradiction between "shortage of urban construction land" and"rural land idle",and increased the use of urban construction land under the premise of ensuring the total amount of agricultural land,so that Chongqing has maintained a high-speed stable growth.To circumvent national government’s quota restrictions on converting agricultural land to urban land,local governments have created new land quotas to solve the geographical limitations of the urban and rural areas,which have changed the traditional spatial layout,,increased land premium,and promoted China’s land reform and urbanization.This dissertation,taking Chongqing as an example,researches and analyses the process of the land quota markets’ emergence and evolution in the micro from the land supply and demand two aspects.Farmers as the supplier of land quota markets have greatest influence on the development of the land quota markets.The main factors influencing the farmers’ decision-making are the size of the resettlement compensation,the environment of the resettlement housing,the change of the farming mode and the future living security and so on.Government departments are both the makers of the regulations and the developers and operators of the land quota market,which plays a decisive role in maintaining the stability of the land quota markets.Private enterprises are both developers and demanders of land quota markets,and the two most important factors influencing the development corporation behavior are policy and profit.In the process of establishing and operation the new land quota markets,we should balance the interests of the central government,local governments,developers and farmers to ensure the stable development of the system.The ultimate goal of this dissertation is to explain the impact of the new land quota markets on politics,economy,and the relationship between stakeholders,and give suggestions for improvement of the new land quota markets.This paper is divided into seven chapters.The First chapter is to sort out the background significance of the study and the related literature.Then the chapter introduces the origination of the land quota markets,and finds the limitation of the land quota markets by describing the land use plan of the land quota markets,so laying a foundation for the development of the new land quota markets.The next chapter mainly introduces the land new quota markets,which is mainly from the supply and the demand two aspects.The last,the paper analyzes the trading market of the land new quota markets and the establishment of related systems,mainly from the political system,spatial structure,the construction of property rights and interests equilibrium analysis.In the sixth chapter of this paper,the game theory is used to analyze the interests of the relevant subjects,and find the equilibrium point of the interests in the market operation of the land new quota markets.
