Study On Decomposition Of Construction Land Quota In Rural Land Use Generalplanning

With the implementation of the Twelfth Five-Year Plan for economic and social development, the link among land utilization, population, ecological environment, and economic development is becoming increasingly strong. Composing the general land utilization planning scientifically, distributing the quota of construction land fairly and reasonably, can be the important measures for economic and social sustainable development. China has conducted three rounds of comprehensive land utilization planning, in the process of composing and implementation, the theory, system, content, method, and dept as well as scope of the planning have made great progress. But according to the implementation of the2006-2020General Land Utilization Planning, the planning and distribution of construction land quota can’t meet the demands of the current social and economic development, mainly because of the influences by planning policy background and concept, as well as the disharmony between the fixed construction land quota and social economic development in the planning period of the administrative region.This paper takes Changde city as an example, currently, the land for construction of Changde city is mainly planned in the center city of Changde (Wuling district、Dingcheng district) and Jingshi, the county, and the rural-urban fringe zone. The economic development、 population growth, improved financial incomes are the main factors for the extension of construction utilization land of Changde city, meanwhile, the land for construction has expanded from outside to inside enlargement. This paper selects eight indexes including current scale of construction utilization land, the increment of rural-urban population amount、the increment of county GDP, investment to county fixed assets, county financial income increment, per hectare land GDP, bearing population per area, the county woodland increase and reduction amount and etc., using the advanced analytic hierarchy process to confirm the weight of decomposition index for construction utilization land, and take an scientific decomposition of land construction index in Changde city. In the end,this paper roughly comments on the decomposition result for the land construction of Changde city, and verifies the fairness and effectiveness of this research. So the construction land decomposition index defined in this paper could comprehensively balance the regional economic development and meet the needs of the index of construction land, and can supply references to the next turn of revision of Changde municipal general construction utility land planning on scientific index distribution.
