Along with land use system marketization reform be carried deeply in China, the land use efficiency has been significantly improved. But the land allocation efficiency and low land use intension degree problem have not been thoroughly solved. Investigating the reasons, and they mainly lie on the planning economic system in the past, various land use plan no scientific guiding constraint, land use target is random, thus make arbitrary great serious and waste of land resources, and the land use structure is unreasonable. Therefore strengthen the scientific management of land must from the source, from scientific and normative construction land use quota. Limited construction land quota of under the restriction, to optimizing configuration new construction land is very useful improving construction land quota utilization efficiency. To economic development, protecting arable land, promoting the construction land use patterns from denotative development, saving the connotative redevelopment intensive land utilization transition have great significance.This paper summarizes, inducts and contrasts with the domestic and foreign general land use planning new construction quota decomposition theory and methods, it analyses the problems existing in the quota decomposition methods and existing indicators of defects. According to the new construction land being established quotaes decomposition driving factors by using the existing appraisal system, and comprehensive quota method, and it constructs decomposition research new construction land use quota decomposition model.In this paper, firstly, taking XiaoNan as empirical analysis case presents construction land XiaoNan obviously presented "booth pie" type of expansion mode. New construction land mainly distributed to urban, and rural areas, mainly to the east and south urban expansion, and SanCha group, XiaoGang group, MaoChen group also release strong growth potential, economic development, population growth, fiscal revenue increase become the driving factors of XiaoNan construction land expansion. And the important factors from the start of construction land growth denotative expansion steering connotative redevelopment change; Secondly, this paper will take new construction land expansion during the planning period, the status quo factor, the development trend of account with intensive use scope into account. It select the current construction land scale, the urban population growth quantity, GDP growth quantity, fixed asset investment growth, fiscal revenue growth, both are to GDP, fixed assets investment, are bearing population, town level nine indicators. By using AHP, it ascertain the quota weight and decompose indicators for the new construction land decomposition. Finally, based on new construction land, the efficiency quota decomposition results into fairness evaluation of this study, and this paper confirms the decomposition results than《land use general planning of XiaoNan (2006-2020)》certain decomposition can reflect the quota, more efficiency and fairness of regional development, and promote the harmonious development of the XiaoNan in accord with the actual development of XiaoNan. |
