Scientific assignment of land quotas for construction is the objective nacessary for the economy and community's harmonious development. The key of general land use planning is defining or adjusting the land utilization structure and layout, so that the the limited land resource can be allocated reasonably among different departments of the national economy. In the current national, in provincial and municipal land use planning, the most important thing is the planning and distribution of a net added construction land. Since the original methods are imperfect, it is urgently needed that a scientific and objective method on rationally allocation a net added construction land.Based on the above background, this article takes the city land use planning as the research objective, starts form the main problems of present quota distribution in land-use planning, and discusses the meaning of reasonable distribution of net added construction quota. This paper takes Liuzhou as a case study and researches on two levels: one is how to establish the net added construction quota, and the other is how to distribute quota in different regions. The article first uses the linear programming method to solve the total net added construction quota and provide reference to construction land supply of Liuzhou City in different periods. Then this paper establishes a net added construction quota ditribution model of Liuzhou City, and builds the evaluation indexes system of net added construction quota distribution. This paper uses the entropy and AHP method which is qualitative and the quantitative combined to give a regional evaluation of the various indicators. In this way, it would be the rational distribution of net added construction quota in time, space, quantity and use. So this paper aims to establish the distribution model of net added construction land and provides a new and more reasonable method.This article mainly includes following aspects: First it starts with the significance of the research, the review of previous literatures and the summarization of related research, and then it puts forward the logistic structure of the dissertation; Based on the land general use planning index system, definition of index quota allocation and also the theoretical foundation, the second part provides a theoretical basis for this paper; The third part introduces the research methods and main problems on distribution of net added construction quota, then it puts forward the method this paper uses; The fourth part takes Liuzhou City as an example to ask for the optimal land-use structure in the current round planning, and to determine the total index and sub-indexes of net increase construction land at each period; According to Liuzhou's the actual situation, evaluation system of indicators is established and indicators are screened in the part V; The last part briefly summarizes the main conclusions of the paper, the aspects that need improved and the prospect of related research in the future.
