We are in a world which is very strict to the working performance. The Darwin's natural selection rule is very crucial in the competitive business world. Therefore, the enterprises that survive, develop and achieve success in such world have to depend on prominent performance and successful appraisal system. In the upcoming 10 years, there will be the watershed to differentiate the good and failed companies. So, a lot of companies are now carrying out the performance appraisal management to improve their staff's performance and also their management and strategically performance. CFDA Co. is growing up in such a fiercely competitive situation. With the development of its business, the problems of performance' management is much obvious and apparent, which is becoming the key factors to impact the future strategy of its business. The management is aware of the importance of the performance appraisal system for the company.The essay applies some renowned management methodologies, such as the BSC, 360°performance management, KPI and so on, to analyze the problems which CFDA Co. is facing now, which help the author to develop series of schemes to govern the company. These schemes design the index system for the high level managers, mid-level manager, workshop workers and office workers, and they weigh different values to the index to provide essential evidence to support the promotion, incentive, training and the HR decision making like these. All these researches can also provide good model for other state-owned company's performance appraisal reforming.
