A Study On The Motive Mechanism Take Taizhou National Medical High And Technology Development Zone For Example

Industrial cluster has become the most successful mode of developing high and new technology industries. Establishing high and new technology industrial park is a general way to develop high and new technology and its industry for many countries in the world. High and new technology industrial park turns to be effective way and major carrier in geographic existence of science and technology as primary productive force. With the rapid development of biotechnology and pharmaceutical technology, medical industry as one of the high and new technology industries, leads to significant changes of medical industry and becomes one of the most active and rapid industries. For China's medical industry, there are broad growth spaces, develop opportunity, huge market potential, profit prospects and very obvious industrial cluster.Establishing high and new medical technology industrial park is strategic requirement of 'building and strengthening the city with medicine' policy by Taizhou and requirement of improving competitiveness of Taizhou's medical industry and achieving sustainable development. Scientific and rational development strategies and policies should be made to scheme the medical industrial park. Taizhou high and new medical technology industrial park was founded in September, 2005 and authorized to be national high and new technology industrial development area in March, 2009. It is the first national high-tech zone with medical industrial feature and the fifth national high-tech zone in Jiangsu Province. High-tech industry zone (HIZ) is an economy territory which were approved by the State Council and is set up by local government. Its purpose is to promote and develop high and new technology and its industries. Such respects as its function and positioning, structure and developing motive force of HIZ, etc. are all closely related to industry clusters. Development of industry clusters is an important way to realize sustainable development, promote the competitiveness of hi-tech industries in HIZ.Starting from analyzing development situation of China's medical industrial parks and based on industrial cluster theory, this paper studies on the growth and motivate mechanism of China's medical industrial parks. It also analyzes and surveys the development situation of Taizhou high and new medical technology industrial park by field investigation before further analysis on its development mode. Finally, rational suggestions are made regarding the government role positioning in medical industrial park and developing medical industrial park with local advantages to Taizhou government.
