Study On The Development Of Software Industrial Cluster In Xi’an High-tech Development Zone

The software industry is a key industry to promote the economic development and optimization of economic structure adjustment in Shaanxi Province during the twelfth-five year. Although the development of the software industry is very fast, problems were also existed. So our work was find a effective way to make the software cluster better by evaluating the development level of the software industry cluster of Xi’an High-tech Development Zone.This article is an application study on the development of software industry clusters in Xi’an High-tech Zone. First of all, the article introduced the development of the software industry. Then according to Porter’s "diamond model" theory, the article made a qualitative analysis for the competitiveness of the software industry. The decisions were made from five aspects, the production factor, demand condition, corporate strategy and structure, relative and supported industries and the conditions of government and opportunities. In order to make objective evaluation of the level of development of the software industry cluster in Xi’an High-tech Zone, the article referred the national software industry base Evaluation Index System and Porter’s "diamond model" theory. When the evaluation index system of the Xi’an High-tech Zone software industry cluster was established, we used Analytical Hierarchy Process to empower the indicators at all levels of the evaluation index system. And then by querying the2003-2011Torch Statistical Yearbook and other related information, we obtained the relevant data of the Xi’an Software Park, and made detailed calculations to evaluate the level of the market concentration degree, the concentration degree of the factors of production, enterprise development and scientific research strength, financial institutions support and government support.From the appraisal results, we saw that the overall development level of Xi’an software industry cluster is uprising, but the problems were reflected either. Some development proposals were concluded in the end.
