Study On Constructing Countermeasures Of Science And Technology Intermediary Service System In National High-tech Zone

Technology intermediary service system as an important part of the national innovation system, played an irreplaceable role insupporting and auxiliary in the development of high-tech development zones.However, compared with high economic growth of high-tech development zones, technology intermediary been has lagging behind currently and there is no perfect intermediary service system for science and technology. We collected technology intermediary data from the 16 national high-tech zones by questionnaires and interviews. Applicatting the methods of theory and empirical combination study, we have a research for technology of intermediary service system of the national high-tech zones.This article outlined the service of science and technology intermediaries and their related theoretical studies firstly, identify relevant concepts , Descript its important role in the national innovation system, reduce transaction costs and solve the problem of asymmetric information;Then have a reasearch for the development of science and technology intermediaries about four hi-tech parks of development foreign countries and regions ,the United States Silicon Valley, Germany Pakistan Wurttemberg, Japan Tsukuba and TaiwanHsinchu ,and to sum of its characteristics and the Inspiration to development of China's .analysis the national high-tech zones and technology intermediary service based on The status quo from the agencies, personnel, business, operational mechanism and performance, and so on, and then through various types of comparative research to find out the problem of small number of institutions, low quality of personnel, inadequate facilities, weak operational capacity, inefficient operation, no significant performance problems and so on. And analysis of the impact of science and technology intermediary development of high-tech zones within the main factor is the human resources, brand and size of the assets, the external factor is the degree of government intervention, market-oriented policies and regulations and standards. On this basis, finally established a service system model, further clarified the legal status of a sound and effective mechanism to support the establishment of licensing systems, self-discipline to strengthen the management, development of high-quality talent, innovative business models, such as the G-8 to create the best quality service to build High-tech Zone national science and technology intermediary service system.
