The land is the most important resource and the basic material condition for the stable development of human society. Our country has a large population, land resources especially useful land resources are relatively deficient. How to reform and perfect"rural area collective land registration system"on legal system to use land resources effectively has become an extremely urgent problem. Land registration is the main part of land ownership. Land registration system of our country has a long history, but the currently land registration of our country began from late 1980s. It's not fit for the development of our country. For this, the article researches rural collective land registration system.The article first reviewed and stated the development of domestic and aboard rural area collective land registration. It provides a theory and method background, and then analyses rural area ownership. From the economic angel, the land ownership is one kind of benefit. Protecting the land ownership is right away protecting benefit contained in land ownership by legal force. From the science of civil law angel, so-called land ownership is equal to the estate real right taking land as an object of right. Land ownership is the base and prerequisite of others. Because of the complexity of the development of rural area land ownership, the rural area land ownership lags behind, its function and power is unclear and it is restricted. Rural area land registration system is the main content of the entire land registration and essential part of entire land registration.The rural area land registration system changes by the development of land ownership system."Land Administration Law"passed in August, 1986, ascertained that land ownership must be registered according to law."The Land Registration Regulation"ascertains the content of collective land registration, which made by country land administration bureau. Later,"Land administration law","Land registration regulations"contains the content of rural area land registration system. In November, 2001, the Ministry of Land Resources promulgated"notice on accelerating collective land ownership registration", decided to develop the collective land registration work in the whole country, basing on the previous work. Before this, some places develop the collective land registration system, and achieved a lot of good experience and method of work. The article announces the direction of the system through analyses of development of registration.The article analyses the defects existing in rural area collective land registration system, such as the main body of registration and content is unclear, besides fee problem and technology problem. Through analyses the natural, economical and social condition, condition and exiting problems of rural area collective land registration system of Ken Li, the article provides a practice base for rural area collective land registration system. The article brought forward the thought of registering of main body and object rural area collective land registration. The article brought forward the solution of funds, ownership dispute, working process.
