Abstract/Summary:
The concept of the rural collective land approval to register is identify and registration work of the rural collective and rights,including ownership of collective land,usufruct of collective construction land,usufruct of rural residence base and rural contracted land use rights and various types of collective land rights identify and registration work.The rural collective land approval to register is a comprehensive national important basis of advancing the reform of property right system of rural work and has great significance of enhancing the vitality of rural development,protecting the legal rights and interest of famers’ land,maintaining the rural social stability,promoting the collective scientific utilization of land and legal circulation,and accelerating rural economic development.For the past few years,rural collective land right verification theory continuing to evolve and the requirement of the practical work of registration,certification improving continually,the report to the third plenary session of the 17th and 18th,national 12th five-year plan and the central no.1 documents in 2010,2011 and 2010 all put forward new deployment and requirements for registration and certification of the rural land right verification work,which request to make full use of existing the second national land survey results.In addition,it should be built soundly integration of urban and rural cadastral survey database and information management system,improve the status of weak rural land management foundation and enhance the base of the management and reform in the basis of comprehensive checking each site and size of the collective land ownership,and utilization,etc.,in order to provide scientific basis of building up clear ownership and power,right protection,smoothly transfer mechanisms,reasonable distribution and strict specifications of rural collective land property system,and deepening the reform of rural land use system.Based on the status,research background and development demand of rural land approval certification work,this paper,based on the working practice of the rural collective land approval to register of Tangshan city,Hebei province,focuses on discussing and analyzing rural collective construction land,the main technical methods and process of rights,registration,and certification work of rural homestead-land-use-right,and the key problems and countermeasures of right of cadastral survey and measurement.Besides,it also discusses about raising relative suggestion and solution of registration and certification of the rural collective land right verification work and providing theoretical support and practical experience of the work of China’s rural collective land approval registration certification.
