Usually, the project management in the design institute focus more on the hard factors, such as the project scope, duration, and the customer's request than on the people who perform the project and the project management, which harms the enthusiasm of the project team. It's essential to reform the mode of the project management and improve the performance in the project team. Under the intellectual employee's circumstances, it's practical to research the theory of project team management, the factors that influence the team's performance, as well as the way to better the work, which is also the objective of the article.The thesis starts with the management case in the harbor institute, introducing the present project management mode and shortcomings, such as the project manager's resignation, the customer's complaint, the dissatisfaction in the project team, and so on. Then, all the research is based on the theory of project, project management, the organization structure in the project, knowledge management, the inspiration of the intellectual employee, etc. Subsequently, it points out the lack of project structure, manager's unclear definition of roles and responsibilities, absence of the positive performance evaluation and prompting, which all result in the unsuccess in the project team. Lastly, in order to prompt the team effectiveness and strengthen the competitiveness, we must perfect the project organization structure, choose the right person to perform the project, set up knowledge management system, identify how to inspire the efficiency in the project team.
