Moderate Scale Management Of Agricultural Land In The Context Of Urban-rural Integration

Dualistic urban-rural social and economic structure brings about too large gap between city and country,as well as underdeveloped rural economy. Putting balance urban and rural development as the first consideration of"five comprehensive arrangement"according to the third session of 16th China's Communist Party Meeting , central government hopes to level out the big differences between urban and rural. Putting balance urban and rural development must transform dualistic structure to unitary structure system,including land system. China's existing land system has played a huge role,but now,the development of rural economy and rural productivity are more and more limited by our country's land system,especially by the problem of small and held individually farm plots. That is why we have to make proper transform,to break through the original bottleneck. Proper scale management can push our country's traditional agriculture into modern agriculture. We must be clearly aware that there are still quite a few difficulties and problems in putting proper scale management into effect: resource structure,benefit and systematic obstacles. Transferring of land is the way to coped with obstacles,thereafter we have two problems to be solved: the one is how to arrange too large labor force. the other one is how to bring guarantee for peasants'living conditions who have leaved the land. Since 2003,by continuously practice,Chengdu city gain wider experience in integrating the urban with the rural. Especially in exploring ways of reforming about farm lands proper scale management. 2007 June,central government permit Chengdu and Chongqing cities to construct reform experimental area of Urban-rural Integration,that permit is highly appreciate to recently great effort of Chengdu city's urban-rural integration. Through introducing and analyzing about proper agriculture land scale management in some counties and districts of Chengdu,We can conclude that only In urban and rural areas of the environment,agriculture land proper scale management goes on wheels,It's the same the other way round. They are interdependent and promote each other. In urban and rural areas of the environment,Chengdu city's practice of agriculture land proper scale management is the way that to help metropolitan area push agriculture land proper scale management,and to solve dualistic urban-rural structure. In the progress of agriculture land proper scale management,the government should make itself to be guider,server and supervisor;enterprises should get involved in reform to transform traditional agricultural business operations;farmers also should change their minds to be new peasants,and make themselves reduce dependency on land.
