As we entering the 21st century, exploring the road of urbanization with Chinese characteristics, the emergence of the city agglomeration was an inevitable trend and was becoming important support for regional economic development. The eleventh five-year programming of national economy and society development in China pointed out, "Take the city agglomeration as the main form of pushing urbanization. " Development of westward region asked for building Chengdu-Chongqing city agglomeration. And development economy and entironment of the Changjiang Upriver should lead to the cooperation of Chengdu and Chongqing.
