Land resource, the material foundation of the mankind survival and development, is the most basic means of production of human labor and the most important object. In recent years, great changes have taken place in the land resources utilization of the increasing requirements for the land with the continuous increase of population as well as acceleration of industrialization and urbanization. Therefore, while discussing the relation among the land resource, environment, human society system that the ecosystem offers, research on the land carrying capacity under the guidance of the sustainable development theory has also been launched.This article take Hami city which is a fragile ecological environment and serious lack of water resources as an example. Under the theory of sustainable development, take the land comprehensive capacity as the target stratum,economic and technological criteria subsystem, social and human subsystem, the environment subsystem, water and soil resources subsystem is the criterion level, take the 24 specific evaluating indicators as the index layer ,has formed the index system of land comprehensive carrying capacity from the guidance of resource constraints. The use of analytic hierarchy process, consulting experts, established to judge the weight matrix and to calculate weights the criteria layer and evaluation index; inquiring relevant state order , industry standards, local planning and calculation of the average national or Xinjiang indicators to determine the evaluation target indicators; after re-evaluation of the standardization, the appraisal result is made according to the land comprehensive capacity in Hami city from 2000 to2007 by the means of linearity appraisal model. According to the result of appraising, we can see that from 2000 to 2007, the level of the land comprehensive capacity of Hami city is gradually increase from a mid-level of capacity to a higher level of capacity. From the evaluated results of the criteria layer, the economic and technological upgrading the carrying capacity of sub-systems faster. Social and human subsystems and the ecological environment of the bearing capacity of subsystems also increase steadily year by year, and the bearing capacity of soil and water resources subsystem not only failed to improve, but a slight decrease. Through the model of obstacle, we can know that the main obstacle factors of land comprehensive carrying system for Hami city are water yield of the unit area, land-use capability, per capita green area, treatment rate of domestic sewage, population density, per capita GDP and so on. Finally, according to the result of appraising and obstacle factors, some measures and recommendations are proposed to continuously improving the land comprehensive capacity from the population, land-use reasonable, water conservation and ecological environmental protection.
