Study On Predicament Faced During The Leap-forward Development Of Tibet Township Enterprises And Countermeasures

Since the democratic reform in Tibet,under the guidance of a series of policies by the central committee of CPC and the Sate Council,under the direct leadership of the Party Committee and government of the autonomous region,with close attention paid and support given by all levels of Party Committee and related government,township enterprises in Tibet saw a development course from scratch,from small size to large scale. Great achievements have been made in this regard.The development of township enterprises has not only increased the comprehensive strengthen of Tibet,but also plays an important and irreplaceable role in optimizing rural industrial structure,increasing the income of farmers and herdsmen,absorbing farmers and herdsmen for employment, advancing the process of urbanization,strengthening economy at county level and maintaining the harmony and stability of Tibet society.Township enterprises have become the main pillar of the economy of Tibet farming and pastoral areas.Tibet is an autonomous region with agriculture and animal husbandry as its primary industry.The population in farming and pastoral areas amounts to more than 80%of its total population.The economy in farming and pastoral areas occupies an important position in Tibet's national economy.It is the foundation of economic development and social stability of Tibet.To realize the leap-forward development of farming and pastoral areas and flatly solve the problems of increasing income of peasants and herdsman, development of agriculture and animal husbandry and the stability of rural society, promoting industrialization,urbanization,modernization and Urban-rural integration of rural areas,the leap-forward development of township enterprises is indispensable.The leap-forward development of township enterprises is an important integral part of the leap-forward development of Tibet economy and society.In this thesis,according to development features of Tibet township enterprises in different time,5 periods are marked off including sprouting period,period of resuming production team enterprises,diversification period,start-up period,development period and rapid development period.Through analysis of the 5 periods,it is aimed to grasp the special law of the leap-forward development of Tibet township enterprises and to objectively analyze the status and role of township enterprises in the national economy of Tibet.With this starting point,the thesis goes further into deep analysis of main existent issues and restrictive factors in the leap-forward development of Tibet township enterprises from both microscopic and macroscopic perspectives.It utilizes related theories of enterprises' leap-forward development to analyze the inevitability and feasibility of the leap-forward development of Tibet township enterprises and set forth fundamental principles to be followed in the leap-forward development of Tibet township enterprises.Thus it puts forward the idea of constructing the supporting system for the leap-forward development of Tibet township enterprises from the view of inside as well outside of an enterprise itself.
