| Marine resources are our immeasurable wealth of energy. She is the survival of fishermen in our country and the basic livelihood guarantee. With the gradual consumption of land resources, the ocean will become a major resource in human development and play a vital role to economic development of our country.However, with the continuous development of human society, the frequencies of marine disasters are increasing and the disaster losses continue to grow. Marine disaster is becoming increasingly serious problem of economic development in particular coastal fishermen's income. It caused a serious threat to the harmonious society, so the Government has to take relevant action to mitigate disasters.Prevention of marine disasters is an intertwining of construction, including the fishing port construction, construction of information, etc. It is the premise and foundation to protect the fishermen, to promote better and faster income. This article will look the prevention of marine disasters as quasi-public goods. And from product point of view, it analyses the products of supplying and the relations of prevention of marine disasters and fishermen's income. This article , based on Western economics and public goods, using a combination method of empirical analysis and theoretical analysis, extensive using labor economics, statistics, management and so on multidisciplinary research results and using a large number of accurate statistics , analyses the relation of supplying prevention of marine disaster and fishermen's income. From it, we can know that prevention of marine disasters supply and demand more than just the surface of the Government deciding to supply, but fully understanding the real demands fishermen, so as to increase the effective supply.This article is divided into five chapters of the body.Chapter 1 elaborates the relationship of the ocean, the country and the fishermen. On the one hand, ocean creates rich marine resources, provide the fuel to the state finance and the income of fishermen. On the other hand, because of the diversity of the marine climate, it caused great losses to country and fishermen.Chapter 2 discusses the supply of prevention of marine disasters. This chapter looks to prevention marine disasters as a kind of public goods. And using the opinion of Western economics, it analyses the supply and demand, then get the best output point.Chapter 3 introduces the status quo of fishermen, pointing out the factors affecting the income of fishermen.Chapter 4 introduces the current supply mechanism to prevent marine disasters. According to the status of public goods supply mechanism, it identifies the prevention of marine disasters supply factors and supply problems, laying a foundation for the next chapter. Chapter 5, in view of the existing problems of mechanisms for the prevention of marine disasters, it puts forward suggestions to solve their problems to the more specific mechanism for the reform program to implement fishermen's income, the fishing industry in China's economic development and the entire national development goals, build a harmonious society.The innovation lies in:First, from combining the perspective of the study of the marine disasters and the income of fishermen, it takes into account various factors together and fuses the problem of marine disasters and the income of fishermen.Secondly, the prevention of marine disasters associates with the spillover benefits of public goods. And using it as a breakthrough in the ocean looking for measures to mitigate disasters, improve its supply level. Thus from the perspective of public goods, it gives new ideas, new methods and new measures to how to improve the income of fishermen.At the same time, there are many shortcomings, such as, there are no specific data in the applying of Contingent Valuation Method, and mainly there are small studies at home and abroad, so only from the perspective of qualitative analysis. |
