In view of the frequent occurrence of disasters, we cannot ignore the importance of disaster prevention and mitigation. In the process of disaster prevention and mitigation, public goods and their supply is undoubtedly an important aspect. On the one hand, effective supply of public goods and public services can maximize social welfare of disaster-stricken regions; On the other hand, the effective supply of public infrastructure is a necessary condition regard to economic growth and social development of disaster-stricken regions. In addition to the concern about public goods in traditional sense, this article will also be associated with institutional factors such as laws and regulations, credit policies, taxation system and so on. The concept of public goods is very fuzzy, in order to improve the research of public goods supply during the process of disaster prevention and mitigation, we divided public goods into three types including Social public goods,economical public goods and institutional public goods. We also provided possible path to realize the effective supply of public goods in the process of disaster prevention and mitigation.We selected the United States, Japan, India and China as representatives of different Geographical characteristics, economic development levels, cultural backgrounds and legal systems .And we made a International Comparison Focus on the theme of public goods supply in the process of disaster Prevention and Mitigation. General theory and international experiences Enlighten China in three aspects: First of all, to increase the government's input, as well as make sure the rational use of funds; Secondly, a sound legal system and specialized institutions for disaster prevention and mitigation should be Established; Thirdly, the government should strengthen citizen participation awareness training and promote the development of civil society.
