The 21st century is a marine century, mankind will enter the era of comprehensive development of the oceans. Marine economy is the basic conditions of human survival and development, and is an important material foundation of socio-economic development. Since ancient times, mankind has been living on the land, and the global land area of only 29 percent of the total area. With the progress of social civilization and continued population growth, the land of living space and natural resources is far from meeting the needs of human survival and socio-economic development.The advance of modern industrial civilization leads to a growing shortage of land resources, some endangered natural resource depletion. At the same time ,the demand of various resources is growing because of the development of socio-economic. Under such circumstances, peaple naturally divert the attention to the ocean which has not completely been developped.To enter the ocean is the direction of human development. Marine economy are bound to become an important new economic growth point, and will speed up China's economic construction as a whole process of modernization,and will inject new vigor and vitality for the development of the global economy. The State Council authorized to promulgate the Outline for Development&Planning of China's Marine Economy in May 9,2003. It stated definitely the strategic planning for marine economic development such as guiding principle and development goal for our national marine economy, the future direction and layout for main marine industries, developing the marine economic regions which have different characteristics, strengthening the protective measures for marine resource andenvironment. According to the United Nations Convention on the Law of the Sea and the relevant provisions of international law,the area of China's sovereignty and jurisdiction over the marine is 3 million square kilometers, equivalent to 1/3 of land area . According to the area of jurisdictional waters, China ranks the fifth in the 's major maritime country in the world.Hebei Province, one of the coastal provinces, is of richer marine resources, and the type are many, the potential for development is big. The length of Hebei continent coastline is 487 kilometres, managing the sea area of approximately 9000 square kilometers, owning 132 islands and islets. The marine resources of the greatest potential for development in Hebei is harbor location resource, salina resource, offshore oil and gas resource and littoral reserve land resources. The ninth-five layout and perspective goal of Hebei province in 1995 brought forward strategic aim that"tridimensional exploit the ocean, construct the Qintangcang at sea". Although since the 1990s, Hebei marine economy has developed by leaps and bounds, but with comparation to the resources at their disposal as well as the future needs of socio-economic development, there are more problems, and the overall superiority of marine resources have not been fully realized.The GDP of Hebei is 1011.66 billion yuan in 2003, but the GDP of marine industry is only 36.6 billion yuan, the added value of national marine industries which occupies 3.6% of the GDP of Hebei, therefore, how to give full scope of advantages of the marine locations and resources and speed up the development and utilization of marine resources, to promote the marine economy sustained, coordinated, rapid development has become a top priority. For this purpose, the author has analysed the current situation of Hebei marine industrial economy development at present , putting forward the tactics how to further develop Hebei marine economy on the basis of inquiring into , collecting a data in many ways. The main research mentality and the content are as follows:1 .Compare and analyze the general situation of Hebei marine economy;2. Analyze the present situation of Hebei present marine economic industrial structure through many kinds of methods, and put forward the tactics how to further optimize it;3. Choose the leading industries of Hebei marine economy by using the AHP method;4. Put forward the development countermeasures and policy advices for Hebei's marine economy.By the analysis above, we make the conclusions about Hebei marine economic development level and status of industry structure, reduce the optimum industrial structure of Hebei marine economy, choose several leading industries of Hebei marine economy which should be developed primarily, and finally put forward the development countermeasures and policy advices for Hebei marine economy.
