Overall development of ocean, full-use of the ocean resources is important in the21st century mankind must vigorously attention, national Marine development of competition will be more and more fierce.The sustainable development of Marine economy as important part of today’s society economy has become the most important part of the social economy. Under the guidance of the Country’s Marine economic development strategy, our country as a Maritime country, to develop Marine resources、 Marine economy development of local economic development has been an organic part of coastal provinces and cities, formulated the Marine economic development strategy and detailed planning, liaoning provincial government has also put forward the grand strategic goal as the construction "sea Liaoning"[I]The main research object of Marine economy is the ocean resources, and the Marine industry is the important part of Marine resources. There are many studies about the classification and the definition of Marine industry, the research and analysis on the leading industry of Marine economy has not been enough, many scholars have did analysis about the leading industry of the Marine economy, using AHP, SSM and other methods, but these methods lack the combination of qualitative and quantitative. In this paper on the basis study at home and abroad, based on the current situation of the development of Marine economy industry in Liaoning province, by the principal component analysis, the Boston matrix method and so on, the related analysis about the9ocean industries of Liaoning province, obtains the present situation of the Marine economy industrial structure in Liaoning province and puts forward the countermeasures and Suggestions of the view of the existing problems~[2]. First we do the systems analysis of the Marine industry in Liaoning province, concluded the current situation of the development of the ocean industry in Liaoning province; Then apply the principal component analysis and the quantitative analysis matrix method to determine the Marine industry in Liaoning of the leading industry and emerging industry; Finally in Liaoning province, the city of coastal6Marine industry simple and analysis of Marine economy in Liaoning province industrial distribution; In Liaoning province are presented in the paper in the process of the economic development the problems at present and put forward the favorable to sustainable development measures.Liaoning province should continue to increase the ocean adjustment of industrial structure, dynamics, strengthen regional advantages efficiency of resource utilization, setting up their own special advantage and improve the industry of high-tech content, and make Marine industry gradually to diversification development, realize the sustainable development of Marine economy~[3].
