Shandong Marine Industrial Structure Research And Development Countermeasures And Suggestions

The rapid development of global economy and the booming population haveincreased the tension between human and natural recourses. Ocean accounted for71%of theEarth’s surface. Marine resources, an essential part of the global eco-system, havemanifested its importance gradually. Shandong province, embraced by the ocean onthree sides, processes a coastline of total3121kilometers and occupies one sixth of thenational. It is significant to optimize the economic structure and follow the path ofsustainable and technology intensive development.Taking the marine economy and marine industry structure as the study objects, thispaper aims to discuss how Shandong fulfills from a large province to a strong one inmarine economy across mainland China. To start with, this paper first confirms thedefinitions of corresponding concepts of marine economy and marine industry andexplains the relative theories so as to establish the theoretical basis of the whole paper.And then, three Parts are followed to fully analyze marine economy and marine industryof Shandong:firstly, the general analysis is made to introduce the Present situation ofShandong’s marine economy from the aspects of marine resource，marine economydevelopment, marine industry structure; secondly, from the angle of demonstration,static analysis, dynamic analysis and benefit analysis are made to analyze the marineindustry structure of Shandong，and moreover Grey Correlation Analysis is used todefine the marine dominant Industries is used to choose the marine preponderantindustries: finally, cross-province comparative analysis is made to evaluate thedeveloping competence of Shandong marine economy from the aspects of developingscale and speed, industry structure and status, marine technology competence as well asarea difference alteration.Based on the analysis above, it is found that Shandong has the basis and advantagesin developing marine economy with abundant marine resource, powerful economy basis.Meanwhile, Shandong faces several problems and challenges in developing marineeconomy, that is, marine industry structure still needs to be upgraded, the level of marinetechnology is still too low, situation of marine environment and resource is worsening and so on. Thereby, suggestions are advanced on how to optimize Shandong’s marineindustry structure and advance its industry competence in the new stage.
