In recent years,the competency model as a bridge linking the enterprise's core competence and core skills of staff,which has been applied to the human resource management practice,is gradually becoming a hot spot in the field of human resources management research.These studies are mostly confined to the management practice of large-scale enterprises,expect that very few studies aimed at SMEs.This article holds that SMEs have to face more competition decided by their characteristics,which means it is more necessary for them to apply the competency model in order to build,improve and upgrade the human resources management system which provide intellectual protection for enterprises to build competitive advantage.Middle-level managers play a vital role on the development of enterprises as a link contacting the decision-making layer and the implementation layer of enterprises.In this paper,using this level as a breakthrough point,the author attempts to establish an easy way for the middle managers of SMEs to develop competency model.In chapterⅠ,the author elaborated the background and significance on this study.In chapterⅡ,the author defined and distinguished the related concepts,arranged the research literatures and results on the competency model at home and abroad.In chapterⅢ,by studying and using the basis of the past research results for reference,the author put forward a proper development methodology of middle-level managers competency model. Firstly,we shuld build a preliminary model by using the deductive method from the four aspects,then,use inductive method to verify,trade-off and arrange the initial model and form the final competency model.In chapterⅣ,the author case studied the development methodology of middle-level managers competency model.In chapterⅤ,the author summarized the findings of the study,pointed out the limitations of this study and furthered research directions for futher study.
