As an important part in the development of Chinese economy, Banking in China will also face the challenges and opportunities as the deepening of the financial reform and the opening up of the financial market. Speed up the informationization of the small and medium commercial banks will promote the efficiency of their operation strategy, perfection of their business procedure and sharpening of their core competition. Currently the development of IT outsourcing Market in China is uneven, the build-up of small and medium commercial banks' IT outsourcing strategic ally will help deal with the variation of the external environment, enhance the competitive advantages of themselves and promote the fiancial renovation as well. It is of great significance to active the whole small and medium financial market.The essay starts from the analysis of the relationship between the small and medium commercial banks and the IT companies, mainly research the characteristics of the two parts-the supplier and the demander. Main Content: Firstly, according to the IT outsourcing research of banking industry from both domestic and foreign scholars, the writer proposed that an cooperative and win-win stratigic ally be established in the practice of IT outsourcing in small and medium commercial banks. Secondly, summerize the strategic significance and function in establishing the IT outsourcing strategic ally through the analysis of the motives or reasons of the formation and organizational features.
