In recent years, the strategic alliance on the periphery of the enterprises has been attached great importance in Enterprise Circle and Theory Circle. Strategic alliance activities are conducted among enterprises frequently. Implementing strategic alliance has become an important approach as to making full advantage of external resources to develop and shape core competitive power for modern enterprises. The Theory Circle is doing deep-going reserch to the cause and the gist of the strategic alliance. With China entering WTO and the sharpening of the competition in banking, there is more pressure in managing commercially. Strategic alliance, being new, has been gaining emphasis and application from the small—middle commercial banks and has become a powerful strategy as to business development and risk precaution.The essay is divided into six parts. Part One is for the introduction of the topic-selecting background, the significance and purpose of researching, research plans and innovations. Part Two is for the literature review of the strategic alliance of the enterprise, including the analysis of the concept; the connections and the differences between the strategic alliance and merging, Kartel and the competition; the classification and the characteristics of the strategic alliance; and the risks of strategic alliance. Part Three is for the account of the strategic alliance of the small—middle commercial banks. By analysing the current situation of the small—middle commercial banks and taking SWOT and game theory analyzing methods into consideration, this essay points out that it is feasible for the small—middle commercial banks to set up strategic alliance. What's more, this essay analyses the current situation and the deficiency to set up strategic alliance for the small—middle commercial banks with attempt to find out the operation pattern for the future. Part Four is for the risks of the small—middle commercial banks setting up strategic alliance and the identification of the cause. The risks are mainly of relation and management. The cause includes the coperative and competitive relationship of the alliance, lack of sense of trust in partners and the seeking of alliance rent. Part Five is for the strategies and suggestions of improving the strategic alliance. This essay illustrates the choosing of strategies alliance partners and the designing of profit appropriation system. Part Six is for the conclusion and dicussion.The hightlight of the essay is the combining of the theory of the strategy alliances and the actual situation, especially the presenting of SWOT comprehensive matrix of the small—middle commercial banks in our country. Meanwhile, this essay analyses the risks of alliance and identifies the causes. Fianally, the author presents own opinions on the choosing of alliance partners and the designing of the profit appropriation system.
