The constraint of weak human resource management has become an important problem in the development of Chinese small and medium-sized enterprise; At the same time, with high-end outsourcing of human resources management to solve the specific human resource management issues, has become an important strategy for Chinese small and medium-sized enterprise to upgrade their level of human resource management.This article focuse on the problems in the high-end human resource management outsourcing of domestic small and medium-sized enterprise.Using the method of comparative analysis and the experience analysis to analyze the causes of the problem and the inspiration from foreign countries, then make the solutions to improve the high-end human resource management outsourcing of Chinese small and medium-sized enterprise. The content included:First of all, this article make a brief review on the research and practice in human resource management outsourcing, then make the analysis focus on high-end human resources management outsourcing for small and medium-sized enterprise. finally put forward the dynamic model of high-end human resources management in small and medium-sized enterprise.Secondly, use the comparative analysis, compare, analyze, and summarize the major problems from three perspectives xontracting enterprise, outsourcing provider and regulatory policy-making department. The main issues in the contracting enterprise are as follows: lack of considering its own characteristics; select the wrong provider; over-reliance on the provider; resistance from the human resource management. From the outsourcing provider's point of view, the main problems are as follows : the lack of specialized means; the lack of specialized business strategy; the lack of innovation and research capabilities; the low quality of employees. From the analysis of regulatory policy-making department, the main issues are as follows: imperfect laws and regulations; the weak database ; the lack of preferential policies and support. Finally, this paper proposed the solutions: From the perspective of small and medium enterprises, the main countermeasures can be taken are as follows: to take full account of the characteristics of the enterprise; careful choice of service providers; effective supervision of outsourced business operations; set up follow-up training courses. From the perspective of outsourcing providers, the main countermeasures are as follows: to raise the level of professional services; the implementation of specialized strategies; enhance the innovative ability. From the regulatory perspective of policy-making department, the main countermeasures can be taken are as follows: to enhance management; to strengthen the construction of the database; to increase support for the government.
