With the increasingly more of the world economic globalization accelerated pace and fast-changing technical transformation, market competition becomes increasingly fierce. Small and medium-sized enterprises in China are an important part of the national economy and the main force in the construction of our country economy. In recent years, Small and medium-sized enterprises in China’s human resource management problem is gradually become the bottleneck of restricting the development of small and medium-sized enterprises. Therefore, solving its human resources issues is the key to the development of small and medium-sized enterprises. However, due to the fierce market competition environment and small and medium-sized enterprises restricted oneself ability, making it impossible in the short term entirely on its own ability to solve human resource management issues. Human resources management outsourcing which is in China’s raiding growth and development become small and medium-sized enterprises effectively solve the human resources management issues an effective approach.There are many small and medium-sized enterprise numerous in Suzhou, which have special characteristics relative to the national other regions. But, as the Suzhou economic transformation, Suzhou small and medium-sized enterprises also faces many problems and challenges, solving problems of human resource management is imminent. This paper around Suzhou hr outsourcing discussed the present situation and development.In this paper, first, hr outsourcing related knowledge are summarized, including outsourcing concept, characteristics, types, advantages, theoretical foundation and the meaning of human resources management outsourcing, driving factors, form. The theory of human resources management outsourcing base on transaction cost theory, the core competitiveness theory, outlook theory etc. This paper is focused on the Suzhou semis to hr outsourcing cognitive level, the content and the basic procedures to small and medium-sized enterprises in Suzhou of human resource management outsourcing status analysis, and on this basis from external environment improvement and internal business level of ascension two respects are proposed, to promote Suzhou semis of human resource management outsourcing business development. With the increasingly more of the world economic globalization accelerated pace and fast-changing technical transformation, the traditional hierarchy organization structure already cannot adapt to the market requirement, if the enterprise wants to full of instability and complexity of market environment for survival and development, we must innovate and reform their own management mode and organization, making the enterprise organization management efforts towards adaptable, flexiblization and flat direction. Human resources outsourcing has generated in this social context, helping enterprises to improve efficiency, gaining a competitive advantage.
