The human resources management of small and medium-sized enterprises needs the scientific, professional and efficient operation mode. This is a question which needs to be solved. The small and medium-sized enterprise hopes that there will have one way that can both saving the cost, improving the efficiency, and providing specialized service of human resources management. Outsourcing is such kind of way to solve the problem effectively. From the development process in abroad the development trend in our country of the human resources management, we can see that outsourcing is the results of the small and medium-sized enterprise adapting the change. Outsourcing can both saving the cost, improving the efficiency, and providing specialized service of human resources management. It is the effective way of solving the problems of the human resources management in the small and medium-sized enterprises. However, facing this new mode of human resources management, how will the feasibility of the implementation be of the small and medium-sized enterprises? What kind potential risk will be there? How to avoid the risk of outsourcing? These problems are the Research priorities in this paper.The development of outsourcing of human resources management is still at the start stage, not completely mature. With the uncertainty of internal and external environment and the complexity of relation with outsourcers, there will be many risks during the implementation process. If not giving sufficient attention, it will not only can't achieving the desired purpose but also can bring the massive loss to the enterprise. Therefore, it is necessary to identify and prevent the risks of HRM outsourcing. But the theoretical study of HRMO at home and abroad is still at the early stage of development. Its research has no depth. So this paper unifies the domestic and foreign study results, mainly aims at the study of the risks of HRMO, and hope it can provide the theory reference to its success implementation.The research ideas of this paper is: starting from the related theories , to understand the domestic and foreign research status of HRMO and its risks., According to the establishment process of strategic relationship in outsourcing, it attempts to conduct the research from two principal aspects of identification and prevention.On the basis of the theory of HRMO and the analysis of the status of HRM in our country's small and medium-sized enterprises, this article demonstrates the necessity and the feasibility of HRMO in small and medium-sized enterprises, and analysis the difference of HRMO between small and medium-sized enterprises and large enterprises. According to the theory of HRMO and the characteristic of the small and medium-sized enterprises, this article proposes implementation procedures of the small and medium-sized enterprises, and analysis the short-term potential risks. Finally, according to the potential risks and establishment process of strategic relationship in outsourcing of small and medium-sized enterprises, this article points targeted the coping strategies in every stage of HRMO of the small and medium-sized enterprises.
