As the rapid development of the world and China's information industry, China's small and medium IT enterprises developed rapidly. However, the small and medium IT enterprises must have the advantages that competitors unmatched because of the increase in the number of firms, market competition, and the uncertainty and complexity environment of business. Human resources management outsourcing as one of the effective ways to win in the competition is being used in more and more foreign enterprises which has become an important part of the outsourcing model and shown its powerful market space and development potential. Domestic human resources outsourcing market started late but developed quickly, the policies and regulations are imperfect, and the practice is lack of theoretical guidance. Moreover, the problems in small and medium IT enterprises are increasingly affected on it's own survival and development. Therefore, it has a very important significance to search the human resources outsourcing services contacted to small and medium IT enterprises.In this paper, Company A is the object of the study which combined with the theory and practice of human resources outsourcing to discuss the issues in application of human resource outsourcing. First of all, the theory and research status related to outsourcing and human resource management are summarized. Then, based on the introductions of the definition and features of the small and medium IT enterprises, analysis the profile and status of human resources management to put forward their problems, and then analysis the necessity of human resources outsourcing based on the internal and external environment in the implementation of the A company. Then, on the basis of company A's human resources outsourcing SWOT analysis, the content will be developed and the method to selection the foreign package services is explained. Finally, analysis the risk status that the human resources outsourcing in company A faced, and proposed specific measures for prevention.We hope this thesis to promote the research of the theory of our human resources outsourcing and the development of this market set up.
