The tobacco industry in the world is increasing walking up the road of scale centralization, driven by a higher profit of scale and in adverse environment. Now it becomes one of the most concentrated industry. But there are a lot of problems in Chinese tobacco industry, they are diseconomy of scale, low degree of industry concentration and separate market structure which lead to low economic efficiency, irrational resources collocation and deficient efficient competition. With the threat of entering WTO & WHO, if the Chinese tobacco industry wants to survive global competition, it must improve its competitiveness. Chinese tobacco industry adopted a series of measures to actively answer these challenges, such as: shutting down the enterprises which yearly yield are less than 100000 master cases, uniting & regrouping of the enterprises which yearly yield are the range of 300000-500000 master cases, implementation the strategy of ten big enterprises and ten big brands, supplying goods according customer's order and so on, effectively improving the industry concentration and competitiveness of tobacco enterprises. Under this background, Chinese cigarette enterprise is in the middle of the industry concentration process, confronting increasingly vehement market competition and difficult subsistence environment. Cigarette enterprises are faced fundamental change in the inside and outside environment of, which bringing forward higher requirement on products R&D management pattern, and hope to improve products R&D efficiency and buildup the enterprise competitive advantage via the betterment of management method. Absorbing a lot of overseas advanced experiences and scientific means, cigarette enterprises processed a series of reforms and practices on the products R&D projects management in the late yeas, which gradually enhancing the management capability and efficiency of project management. But overall speaking, the existing management pattern of cigarette products R&D projects can't meet the requirement of the new trends of cigarette enterprises, especially is existed significant gap which compared with the pattern of advanced enterprise. For radically solving upward problems, it's necessary to study a set of project management pattern, which based project management theory, product R &D theory and project management method of advanced enterprise, aiding to promote the performance of product R&D.The management pattern of Chinese cigarette enterprise product R&D is studied by bringing to bear the theory of project management, product management, product R&D management and competitive strategy and the analysis method of experience analysis. The project management theory and product R&D theory which regarded as basic frame run through the whole article, the elementary thoughts are from theory to industry practice, and from academic analysis to practical inspection. On the base of fully absorb the existed study fruit and exhumation the statistic datum, it's studied that the concentration status and the change trend of china tobacco industry, the development status of project management technology, the influence of WTO &FCTC on product R&D of Chinese cigarette enterprise, R&D project management idea of cigarette product. The standardization analysis is conducted by thought of the chinese fact. Product R&D project management pattern of advanced enterprise is earnestly analyzed and compared, then the integrated management pattern of cigarette product R&D project is finally designed which thought of the fact the cigarette enterprise. Under the golden rules of leadership capability, customer firstly, facing flow, people oriented, system method, orderly and gradually advancing, integrated pattern flow is predigested and mergered, its main flow is formed by the four sub-flows of project establishment, concept, plan, design and validation phase. It's also emphasized in the pattern design that the guarantee measures of organization, personnel, strategy, culture, and the implementing key of orderly and gradually implementing, construction of multi-section team, project management, tract management, construction of common building block, parallel R&D, asynchronous R&D.
