Expressway is the important infrastructure which supports national economicand social development,with the rapid development of economy, China's expressway is increasing fast at the surprising pace, has already become a huge state- owned assets Expressway of state-owned assets of the economy due to its uniq-ue properties,government regulation must be implemented.At present, the assets management of the expressway only statistical counting and no value accounting,leading to the expressway administration's failure to keep accurate expressway value of state-owned assets,it is apt to cause loss of assets, low efficiency of operation and so on.So, in order to prevent the losses of assets of the highsway,garantee the valuepreserving and appreciation of the assets, improve the econo-mic benefits of the assets and social benefit, based on management theory of value and carrying onresearch to the state-run assets overall value supervisory system of the higywayhas very important realistic meanings.This thesis first introduces the theory of natural monopoly industries, government control theory, value management theory, supervision theory of highway,etc. from the problems of state-run assets value supervision, explain the necessity of state-owned assets supervision,anaylsis of the level and structure of value supervision, according to principle and guidelines that the value supervisory system construct, build the value of the highway monitoring system.On the basis of constructing value supervisory system, use value management theory method ,implement value supervision at three stages at the whole course of highway lifespan. The decision of value supervision stage,the major highway projects is to optimize the investment program of choice, thus carry on value discovery and orientation to the project of the highway;the construction of value monitoring stage,mainly on the selection of construction schemes and control ofproject cost , guarantee the forming of the project value;the operation of value supervision stage,is selecting of maintain scheme and value assetment,in order to reach the purpose of the value of the assets of state-owned.At present, our country has not launched to the research about the state-owned assets ,build state-owned assets supervision systye is made in the thesis,as well as the life cycle of the highway to process of value supervision,the research that the state-owned assets of the expressway supervison has a certain theoretical and practicalsignificance.
