Research On The Quality Of Highway Engineering Supervision System Of Government In Zhejiang Province

Road traffic is an important part of the overall transportation system, since the1990s, the province continued to increase investment in transportation infrastructure, road construction constantly set off an upsurge. Especially since this century, according to the provincial government of the overall deployment of modern transportation "five building", Zhejiang Province focuses on the integration of the Yangtze River Delta, radiates surrounding provinces, improves coordination of regional and rural development,enhances Zhejiang regional economic power, transportation infrastructure investment increased year by year, the total mileage of highway construction is growing. As of the end of2012, the province’s total mileage is113,550km, of which3,618km highway,4,903km first class roads,9,447km second class roads,7,836km third class roads,55,151km forth class roads, and29,069km quasi-forth class roads,3527km substandard roads.However, with the accelerated pace of engineering and constantly growing of highway mileage and road traffic, the problems of road construction quality have become increasingly prominent, the problems of highway engineering quality, the mode and the efforts of government regulation cause more and more attention. Monitoring the quality of highway projects is throughout all phases of the project:design, tendering, construction, inspection, and operation. Currently, subject to the quality of government regulatory mechanisms and institutional and other reasons, the province’s highway construction quality level and pattern of government regulation compared to the United States, Germany, France, Britain and other developed countries are also lagging behind in regulatory efforts in each of these stages varies there may even be some regulatory vacuum, especially for highway engineering project, lack of scientific and effective means of quality control design in operation period. Therefore, the research of the quality of government regulation of highway engineering and sociol-economic development of some incompatible problems and the direction of reform measures proposed in order to improve the quality of government regulation of highway engineering level is an urgent need to resolve the issue. In view of this, this paper attempts to carry out some research on the subject.Firstly, for the current highway engineering quality supervision system, procedures, methods and other methods of government in our province, research and analysis and presented the problems in the organization of government regulation on the aspect of the highway project quality system, the regulatory control system and the method of regulation, such as the problems of regulation, introduce the foreign advanced government regulation of the national project quality mode, and make a comparative analysis of proposed highway project quality system in the organization of government regulation, institutional system, to control the direction of reform and countermeasure systems in three areas; proposed the construction quality of the whole process behavior evaluation, using the analytic hierarchy process quantitative analysis to achieve the construction of an accurate assessment of the quality of behavioral science, combined with physical works carried out case studies and hope to provide a reference for the future of the quality of province highway projects of government regulatory reforms.
