Nowadays, the process of the global economy integration is tending to deepen, which has caused a remarkable change in the managing environment of enterprises. When it wants to maintain its survival and get its development over competition, the only thing the enterprise can do is to set up a performance evaluation system which can show exactly its economic information and strategic trend so that it can improve its managing and administering level and standardize its staff's behavior. It has become a very important issue which calls for an immediate solution to set up a performance valuation system which is scientific, reasonable and practical.EVA Evaluation System reflects its idea of value creation with its ultimate destination being increasing wealth for its shareholders. The method of Balanced Scoring card Assessment can obtain a combination of financial norm and non-financial norm, and thus it can assess more completely an enterprise's achievement. Naturally it is an effective tool with which the company's strategy can be put into effect.This paper, beginning with the performance evaluation theory, compares the traditional method of performance evaluation and EVA Evaluation System. Taking the existing performance evaluation system in Jiuzhitang Group Co. Ltd for example, this paper compares and analyzes the different systems and points out the disadvantages in the existing system. On the base of that, it introduces a new performance evaluation system. That is taking a balanced scoring as its overall frame and EVA as its core target. Employing an analyzing method of value chain to analyze the driving elements of EVA value, it sets up the company's value chain of internal management on the base of EVA. According to the company's strategic target, it figures out a key element of the realization of value maximization in the company. Subsequently, it designs an indicating system of performance evaluation from the four aspects of finance, customers, internal process and study and growth., which illustrates the methods of assessment criteria and the proportion of norms. The methods of accounting EVA and adjusting EVA are inspected in terms of being simple and practical. Therefore, a new evaluation system of performance of the company has taken into shape. In the end, some perspective hinders are predicted in the process of implementation of comprehensive EVA scoring card and many effective measures are designed to guard against them.
