Based on how various national and international performance evaluation systems be used in cooperation, and after introducing of various performance evaluation systems, analyzing the advantage and disadvantage of each system, especially introducing the advantage and disadvantage of balance scoring card, economic added value, performance evaluation guide inside cooperation and other evaluation system, meanwhile, reviewing the performance evaluation systems used by Yingkou Port in the past, introducing the performance evaluation system used by Yingkou Port at present, this article is to design a new performance evaluation system for Yingkou Port after disusing and referencing above systems.This article will analyze the establishment and perfection the new performance evaluation system of Yingkou Port from all-side design. As for principle of design, the performance evaluation system must be suited to the strategy of the Group, so can make the strategy be realized, and be a effective measure for caring the strategy through; as for choosing targets, must put attention to the balance of finance targets and non-finance targets, long term targets and short term targets; as for the assessing and rewarding and punishing, must assess strictly, manage regularly, strengthen the reward and punish, and improve the enthusiasm of all-level managers.After considering the particular situation of Yingkou Port, get the basic date for the design of performance evaluation system of Yingkou Port. First, based on the particular situation of cooperation, choose the main targets from finance, business, inside management and administration and etc. by balance scoring card and economic added value; second, after choosing the main targets, establish subsidized targets and give difference rate of each part to different branch companies; so can instruct and guide the branch companies towards the total development strategy of the Group; finally, establish assessment targets, organizations, reward and punishment and evaluation system, standardize assessment procedure, act the assessment and reward and punishment of managers in unison, and form a complete performance evaluation system.
