Research On The Diversified Rural Social Assistance Mechanism Of China

There is a growing evidence that the productivity and the society of China has entered into a new era.However,the traditional mechanism of rural social assistance has highlighted its shortcomings and defects.The missing of current social assistance mechanism has severely affected social harmony and stability in the rural areas.Due to the factors below,such as,the weak economic base in rural areas,over amount of the agricultural population,the unsound social security institutions and the uncoordinated administration,there existed many problems in the work of rural social assistance.Constructing a new type of social assistance mechanism with the characteristics of sounding system,consummating mechanism,diversified contents and covering both urban and rural areas,is not only one of the significant tasks of social security system,more over,it is the concrete practice of implementing "sustain economic growth,sustain people's wellbeing,sustain stability".The article firstly introduces the actuality and general situation of Chinese rural social relief system in various parts,including the main body of Government and non-governmental relief:non-governmental organizations,corporations and individuals.Find the main problems from all the main body of social assistance and social welfare in rural relief system.Find the lack in Government functions and the management level,government capital and efficiency;and also in the low participation of main body of non-governmental relief,policy constraints,the media and public pressure problems.And then look for the causes of these problems and to identify ways to improve,improve the building of Government function.Meanwhile also should to encourage the non-governmental assistance to participate into the relief system on base of policy,and encourage the non-governmental relief to strengthen their ideas and the quality.Finally conclude the building of pluralistic rural social relief mechanisms both from the two points of view between the body of government relief and the body of non-government,such as the non-governmental organizations, corporations and individuals.
