Rural Social Assistance Research

In the rural areas, salvage works is the last ditch in protection of the people's fundamentle interests among the whole social security system. It plays an very important role in satisfying people's basic corporeal life to need, fighting poverty, protecting human rights, maintaning the stability of society, building a harmonious society and realizhing the sustainable development of economic society. But, with the development of market economy, the changes of the entire social structure and the deversification of the benefit-based relationhsips, benefit division between people, as well as societies contradict, is becoming more and more obvious and complex which leads to many problems in the process of the salvage work..Under the new situation, how to expand this work to build a new type of rural social assistance system which commensurate with the economic and social development is an urgent need to become a reality in-depth study of the subject facing the government department and theoretical circle. This paper select Jiangning district of Nanjing, based on the site investigation, to analysis the issues that limited the function of the assistance system in order to show how to develop and perfect the rural social assistance system according to local economic and social development level.This paper firstly introduces the establishment and development of the rural social assistance system in Nanjing. Then it selects Jiangning district of Nanjing to study the current situation of the basic cost of living allowances, the five-guarantee system, medical assistance and temporary rescue. After showed the operating mechanism of this area's rural social assistance system, it analyses the achievements in improving the basic cost of living allowances, fulfilling all eligible poor urban residents'needs, examining the removal of management, funds management and salvage works. In the end, this paper emphasizes on the analysis of existing problems of the salvage works. Through research shows that, at this stage, the question is that the supporting policies of medical treatment, education, housing and employment,as well as the legal construction, are so hysteretic. The lacks of link between social assistance policies make it difficult to run well, and the operational mechanisms are imperfect. Information gap among units, troubling management structure and lacking of specialists exist,too. What is said above actually restricted the fully playing of these policies'function. In order to promote the rural social assistance system, we must, persisting in "government leadership, civil administration's charge, unified leadership of the government departments and communal participation", try our best to perfect the policy and legal system, improve the working mechanism which is aimed to realize the standardized management, networking of information, specialization of talents, diversification of supplies and effectuation of supervision, advocate the cooperations among the government departments and create a sound environment for communal participation. All of these efforts will ultimately raise the work level of grassroots social assistance system and establish and improve a new type of rural social assistance system.
